I have recently got yearly statement for other cost of my flat.
In this statement my owner has included the building insurance and building tax as well.
I want to know exactly what is Law as in my rent agreement there is nothing which explain this thing

This is normal. When you rent an apt. you pay your flat's part of building insurance and "grundsteuer"i.e. property tax.
