We understand your situation, and its a pity we all will be facing in the near future. Unfortunately there is nothing you can do. No insurance company will take your mom as a customer because of her age and even if some company agrees it would be costing more than three digit sums per month to get her covered. Look at some old age homes in peru. That is the realistic option you have at present.

Raj provided the required answer. Private health insurance companies are even being selective(just saying NO) to local healthy foreigners even with Niederlassungserlaubnis etc.

I would not take my mother to an old age home on the other side of the world. Private health insurance companies are the only ones which would take an 65 year old person as customer - for sure it will cost a lot.

Other possibility is that she lives in Spain, it will be easier for her than Germany and more convenient from language and money point of view.
