labour office currently does not check the local market for availability of equally qualified people."

Can a local labour office(arbeitsamt) decide by himself whether he can apply AMC or not to a newcomer ?(we already know that they even try to apply it to the people who have been in Germany for years) Unrestricted access to a newcomer, this does not sound reasonable to me and the claim that it will be done ONLY for Indians, sounds more propaganda of this Indian newspaper. Can anyone show any German resource confirming this news given by this newspaper ?

Immigration of IT Specialists (§27 Beschäftigungsverordnung)

IT Specialists are those people who were previously eligible for the green card.

The Frankfurt immigration office is introducing a special model of processing these applications in order to facilitate and accelerate the time of approval. The approval of the labour office is required. Below mentioned documents can be presented to the person in charge Mr. Sorgenfrei (see contact details below). You can even send them to him before your official visa application will be sent to the immigration office by the diplomatic mission where the application has been submitted. Mr. Sorgenfrei will be able to process your documents while the official visa application takes 10-14 days to reach his office.

Presently, the Frankfurt labour office does not check the local labour market for possibly available equally qualified people. If they did, at least four weeks would be added to the processing time.

Anyway.. it looks like it is not specific to Indian nationals as the Indian newspaper states..

great news... I am still thinking if I should smile, cry or get mad...
The very same Herr Sorgefrei (which was, btw, very nice and pulite) sent me to AA to get Zusage (AA then insisted on AMC) when I came to ABH in january 2005 to say that I have new employer.
When I asked about Übergangsregelung für IT-Fachkräfte (no AA-Zusage needed -> no AMC), he said that it doesn't apply in my case, cause I'm changing job. He gave me new AE for next 3 years limited to employer and IT job based on Zusage from AA, which is limited to employer, Frankfurt and my jobtitle. With old GC-AE I had only restriction to work as an IT.
FYI I am GC since 08.2001.
There is also nice part in my story about AA-lady that told me to forget my contract and new employer because there is not enough time to do whole procedure and get Zusage on time. She put me through the procedure as I'm for the first time asking GC. With refreshing message: "call in 10 days to check if person responsible for AMC got your documents from me at all... it goes over internal post, and that takes time"

Until someone doesn't confirm "fast-track" visas, I simply don't belive it
