I am an Indian staying in Heidelberg on a dependent visa. I do not have a work permit on my visa. I would like to work as a freelancer here. Require your help in providing me with some information on whether
1. I can work as a freelancer being on a dependant visa. or do i have to have one work visa.
2. what i need to do in order to get a work permit for freelancing job?

You must have a dependent visa where it is allowed to work as freelance, otherwise it is not permitted.

No, you do not have to go to india to get the permit. You have to apply in your local Foreign office. What is the visa status of your husband?

My husband has a work permit for germany and i have joined him on a dependant visa.

I am not sure it would be possible for you to get a Freelance permit when you husband is still having a normal workpermit. But you can try your luck.
