Hi, 
  I am having bluecard for 30months without b1 certificate. I applied to Niederlassung on 22th month, When submitting my papers they said everything is ok and they sent a letter to my house. Saying that they need a B1 certificate. Currently it's in 30 month old.
  My question is that, Can I wait for three more months and go    OR    will they ask B1 certificate even after 33 months because my application for niderlassung is still with them(which I applied on 22nd month)?

You need to wait for 3 months and then submit a new form for NE again. they will not ask for B1 certificate even after 33 months, but asked to cancel your old request.

I second Sanjay's comments. I would also want to add that after 33 months, one should at least have A1 certificate to process NE. Keep that in mind and good luck. Also, do not forget to update us.
