There is works council (democratically via an Election) being formed in our company, whose german operations comprise of >75% deputees. These are people who are here from India, working for projects in multiple locations across the country. They are bound by and Indian contract of employment and also deputation (ideally 24-36 months). So what will our rights be. Will be part of the Works Council, meaning can we share issues related to use with them and hope to get them solved. Can we vote in this election? Do we have eligibility to contest in the election?

I would like to understand this.

Yes, you can vote for sure. Also you can contest provided you show that you have some percentage of votes (of total) already.
