I have been browsing the Internet to find out details about immigration to Germany with regards to a job and I have found a great deal of information on this forum(for which I thank you), however I have a question for which I couldn't find an answer anywhere.

My primary question is that if someone is not eligible for a blue card and is granted a work visa(and later obtains residence permit in Germany accordingly) but a few months later becomes eligible then can he switch to the blue card at that time or can he only obtain a bluecard when he is eligible for it when he enters Germany.

Secondary question is that whether the application procedure for applying for a visa from the origin country is any different in terms of applying for a blue card and a normal work visa and whether the consulate is concerned in this matter or they simply issue a 3 month(or 6 month) visa via which you enter Germany and apply for a residence permit.

Last question is would IT Project Mangers fall under shortage occupation.
