Spouse visa application from Germany

Hello Everyone,
I need some help on spouse visa. My fiancé (holds work visa tied to her company ) and myself ( EU Blue card) are both working in Germany. We are planning to get married in couple of months. Question is simple. Can she apply for spouse visa being in Germany ? Or Does she have to apply from native country?
