You are right, though, there is no rule, or at least not published. There are policies, and they can change from place to place, hour to hour, even person to person.

Most of us have been told we have to wait a year for a PIO card, and I have heard of people being told longer. I have also heard of a very few being granted it without any delay period.

Seems so consistent with my opinion about German process.
