Job Seeker visa for Pharmacy employees

Hi Everyone,

I am going to Germany on 1 year work permit through my company. My Brother, who has a Masters in Pharmacy degree and work experience of 3 years in DRA(Department of Regulatory affairs) wants to join me on Job Seeker Visa.
Please help with the below queries :-

1) How is the Job Market in Germany for Pharmacy Graduates ( in DRA) ? What is the Probability of him getting a job in 6 months duration ?

2) Is German proficiency needed for getting a job ?

3) For bearing his cost of living, Is there some minimum amount I should earn n show as a proof?

Any additional information would be helpful
