Residence permit and insurance for internship

Hi all. I am an Indian citizen currently studying in the Netherlands and have an offer from a German company for an internship. Since it is longer than 3 months, I believe I will need residence and work permits. The company has already applied for the work permit. But since I can travel to Germany without a visa (with my Dutch residence permit), can I apply for residence permit after traveling to Germany or do I have to apply before entering Germany?

Also is it mandatory to have a German health insurance while I am still a student in the Netherlands. The Dutch insurance company has agreed to provide cover in Germany until I am also registered in the Netherlands as a student.

I would appreciate all suggestions and ideas. Thanks.
