NE - Question

I came to Germany on Feb 2002 on GC. Yesterday in the "Auslanderamt" the "Beamtor" told me that I am eligible to apply for NE. I am slightly confused as to whether I should apply now or 3 months before the expiry of my "Aufenthal". He gave me the application form and asked me to get the following documents
1) Bio-Metric Photo
2) "MietVertrag"
3) 3 Months Pay slip
4) ArbeitsErlaubnis(Issued By Arbeits Amt)
