German Language B1 Certificate

Hi all,

As you know, when one applies for German permanent residency or a German Passport, they ask for a B1 language certificate.
Does anyone know language certificates from which institues are acceptable for this purpose?
I know for example a certificate from Goethe or Vilkshochschule is acceptable, but they are expensive even if you only participate in the exam (and not their courses).

Is there any cheaper way to take the test and get the certificate?
For example are the certificates of university courses (which may be even free of charge) acceptable?
