Family reunion visa

Hi,

I am on work permit for one year since November 2013
I have applied for family reunion visa for my wife and kid in New Delhi Embassy for Germany.
They had their interview today and lady (at the counter) who took the documents told them as I am on work permit of 1 year only and they also want to visit for shorter time, they need not go for document verification and also told that visa should arrive max in 5 weeks. I have below questions:

1.Is this on discretion of applicant to go for document verification or not?
2. Getting a visa in 5 weeks is a real possibilty because when I spoke to VFS Germany , they told that minimum processing time is 8 weeks?

Anyhelp would be highy appreciated.
