Hi,

at least for PhD I know that it was possible. Did you ask local ABH? In my opinion the only hurdle could be sufficient funds to afford a family life when both of you are not working. But I do not know to be honest. Since both of you are not married yet, can you look for a possibility to get her enrolled for a German language course? There are courses offered for a long period like a year as far as I can remember.
