Can any experience people from similar case, help me to know information on this.  ?? I would like to have some information from you all,

My background:   I am currently in Germany and working since 7 months full time as Researcher, academic staff in IT(MINT Category) until 2015. I am also doing my PhD in parallel.

I currently hold a 2-years Swedish masters degree which is validated(listed in anabin website) and equivalent to German degree . My 4-years Indian bachelors degree is in IT(valid too), and i have 4 years of Industry experience in IT from Sweden & India(MINT category according to EU).

My interest: I would like to apply for Blue-card for international skilled laborer in Germany.

My Status In my contract: I am employed as Academic staff in Computer science at University of Duisberg full time and drawing about 42000+ euros/year but lesser than 44000 euros.

My Question and Concern
The foreign registration office say i am not eligible due to low income(below 44000€).
But for special category(MINT profession which I am in) working full-time as researchers or IT professional, the income can be 36000/year..

There is no website  I could locate that Academic staff(Researcher or Research Associate) with 100% working positions(24 months) can be eligible for blue-card scheme.

Anticipating your response in English or German. Please give hints or references.. As I am planning to take another appointment and convince them if i can apply.

Thank You !
