NE instead of Blue Card

Hi,

I started working in Germany on May 21st, 2012 - which is before new law. We, a visa-related personnel from the company and I, applied for an appointment at KVR for visa and could get one in Oct 2012 - after new law. We supplied all the documents during the appointment and 1 month later, I got a Blue Card.

My salary is 87000 EU and I'm here for Electronic Warfare business, a kind of special business that cannot be found easily in each country. My company can also write such kind of a letter to KVR.

What I would like to ask is.. Do I have a chance to get Niederlassungserlaubnis instead of that Blue Card, since I came here before the new law, and even it's not taken into account, I may be considered as a scientist? What do you suggest to get NE immediately?
