Working rights for Family Reunion visa(Student)!

My wife got her family reunion visa this year for Germany but I am not clear whether she can work here or not. I am a Masters student here but she got a visa with no Zusatzblat of 120/240 working hours. I asked the ABH and they told me she needs permission if she wants to work. Can someone please explain me what is the actual procedure for this. Does my wife need to first find a job and then ask the permission from the Arbeitsagentur or she has to get the permission first? A detailed answer would be appreciated.
