Question Regarding Kid's Visa from India

Hello,

I am posting this question on behalf of my friend.

He has Daueraufenthalt-EG and his wife has normal Aufenthaltserlaubnis till April 2013. Additionally, he has a special permission for living outside EU for two years (para 51).

He moved to India in May 2012 and is doing a research sabbatical in India. He got a baby on 20th September 2012 in India and wants to start a job in Munich from the mid of November in a new company.

He wants to apply for a visa for kid from India so that his family can come to Germany soon. As he is not in Germany, he doesn't have Anmenldung, house contract, german salary slips for last three months. In this case how should he apply for kid's visa? Any suggestions would be of great help.
