If you're employed, your employer will request one for you because he needs it to be able to pay your insurance.

Wie erhalte ich eine Versicherungsnummer?

Wenden Sie sich bitte an Ihren Arbeitgeber. Er meldet die Aufnahme der abhängigen Beschäftigung bei Ihrer Krankenkasse. Damit wird die Vergabe der Versicherungsnummer durch den zuständigen Rentenversicherungsträger ausgelöst, der diese Ihnen dann auch mitteilt.
Sie können sich wegen der Vergabe einer Versicherungsnummer auch direkt an den Rentenversicherungsträger wenden. Geben Sie dabei bitte Ihr Geburtsdatum, Ihren Geburtsort, Ihren Geburtsnamen sowie die aktuelle Postanschrift an.

After that you can contact BfA if you want and receive one, but as you see, it all starts with your employer.
