Family Reunion Visa

Dear Sir/Madam,

My family is applying for family reunion visa in India.
But they have not accepted my eldest daughter application as she is more than 18 year.
Q1. On what basis I can call her on Depdenet Visa to Germany.
She is a slow learner and I don't want to call her on Student visa.

Q2. On passport form their is one option for specify any other reasons for Visa.
What reasons shall I mentioned so that they allow her for longer duration say 2 year plus etc.

Recently, I had a serious heart problem and hospitalsed.
I want my family to join fast but due to my eldest daughter rejection for Dependent visa. I don't know what to
do.

I want when she is there in Germany then she will study here slowly and steadily do her studies.

Please advice.
