Urgent help required on German National VISA application

Dear All,

I've secured admissions for an MBA program commencing Oct'18. Accordingly, I've applied for the German National VISA, long term stay (Student Category) in May'18 from the VFS Global, Mumbai Consulate (India)
It has been 16 weeks since I have submitted my application. Recently, via multiple channels I've initiated follow-up as I'm nearing departure date (after allowing all the prescribed lead times). Via one channel I understood that the application is stuck in the "Aliens Department of the respective City Authority". Tried reaching out to this City Authority as well, but there's no response.
Now, I understand that the Consulate as well various departments would be under pressure due to the surge in applicant pool. However, as I'm nearing the deadline, securing the VISA approval/decision has become extremely important.

What can I do about the whole situation? Are there any sources I can reach out to? Has anyone being through a similar situation? Requesting guidance on a way out urgently.
