German Spouse visa rejection

my wife has applied or spouse visa last zear in december and now its under review as i do ot have enough space to live (for 2 ppl) which i have asked to keep it on hold until i find a solution. In between i want o know the following aspects of rejection and tourist visa.
is there a waiting time before applying for grman spouse visa after it gets rejected? and
can we apply for spouse visa and a vistors visa at the same time as well? cances of rejection one or both?
Any help would be appriciated. Thanks a lot
