Where can a Chinese citizen travel to without big visa problems?

My friend live in Hong Kong and want to go on a holiday with his friend, who is a Chinese citizen. Which countries will allow her to get a tourist visa without too much trouble (ie, having to return to mainland China to apply, having to join a tour group)? Have heard that Thailand and Malaysia are easy, but would prefer to go somewhere else.
