I am interested to know if it is possible
to make a licence from other EU counrtris.Anyone has any idea on what the rules are about making a Driving Licence in
any EU countires like Spain, Italy , Poland or even in UK etc. ? I mean is it necessary
to have a residence permit in that particular
country for applying for a drivng licencse? Or is it also necesary to have
a EU citizentship or Permanent residency? Is it possible for someone who has only a green card or a residence permit in Germany to makr a license in other EU nations?....making it in Germany I think is tooooo
expensive....

Driving licence is expensive everywhere and you will also find the exam tough everywhere, but there may be some exceptions for east europe. For UK, residence permit is necessary to apply for the driving license.
