Einbürgerung decision maker Beamte or someone else?

Could you please tell me if its the Beamte at EBH who takes einbürgerung decision.As i heard it entirely depends on the Beamte if he/she accepts your Birth certificate or decides on 6,7 or 8 year rule or any other documents.
I know some who could start processing their Einburgerung in 7yrs 2 months without Integrations and some even after Integrations could not process after 8yrs because the Beamte does not accept the Notary birth certificate and some Beamte accept the Birth certificate issued by Indian Embassy.
How can Beamte accept Einbürgerungsantrag in 7yrs 2 months when the rule is 8yrs and without Integrationskurs.Does this mean the Beamte is deciding everything ?
