I had recently moved to Munich and plan to work here for the next 2 years. I am on a regular work permit not a blue card.

I have plans to get married later this year ( August 2015) and needed some guidance on how dependent’s visa process is.What I read from the immigration website is  a bit confusing and it seems  i should have stayed here for 2 years before my wife can join me. Is this valid? Does this mean if I get the residence permit and get married later this year. She would need to wait 2 years before she can join me?

Section 30 Subsequent immigration of spouses
d) has held a residence permit for two years and the residence permit is not subject to a subsidiary provision pursuant to Section 8 (2) or the subsequent issuance of a settlement permit has not been ruled out by virtue of a rule of law

Yes that is a rule, unfortunately.  I am not aware of any exceptions made to it.

@strangerules. thanks for your reply. I decided to go to the Ausländerbehörde and check there and the lady there mentions it shouldnt be an issue. I am very confused on what exactly is the rule

Just checked the rule on residence... (Section 30)

Subsection (2) says
By way of derogation from sub-section 1, sentence 1, no. 1, the residence
permit may be issued to avoid particular hardship. Where the foreigner holds a
residence permit, the other conditions stipulated in sub-section 1, sentence 1,
no. 3, letter d may be waived.  Letter d is the one you pointed out?

May be there is a scope of waiver???

To be sure, just write to the embassy and get the confirmation in writing.

I tried the embassy and they werent very helpful. Does anyone recommend any immigration lawyers who I can meet.

This is from the mail the embassy sent:

Ihr Anliegen bezügl. Auskünfte zum Zwecke des Familiennachzug (gem. § 30
AufenthG) bitten wir an die örtlich zuständige Botschaft in Indien zu richten!
Grds. gilt jedoch, dass bei einem Aufenthaltstitel gem. Familiennachzug die Arbeitserlaubnis "Erwerbstätig gestattet" erteilt wird.
