permanent residence (niederlassungelaubnis) blue card niederlassungserlaubnis

Hello All,

I am employed in germany from 2011 and have a Blue card which expires in 2016. As of today, i qualiy for the Niederlassungserlaubnis based on the new rules. My questions is, can i right now apply for Niederlassungserlaubnis or should i wait until 2016 (expiry of blue card)?
