Now that this is published, will it be better to wait till 1st August before getting a new visa?

I have a job offer and they would like me to join mid-July. I am an Indian citizen and they would be sponsoring my visa. Under the current visa, I will not get unlimited settlement for five years, but in the Bluecard system, I can get it in 2-3 years. Do you think it is better wait till 1st August and then apply?

FYI -- when I use FireFox and click on #4, "Gesetz zur Umsetzung der Hochqualifizierten-Richtlinie der Europäischen Union," Firefox says the filetype is .xav and doesn't do anything. However, I can read it via Chrome browser.
