Hello Everyone, 

Previously in last week of September, I finished my Master studies in Applied Computer Science (Informatics) in Heidelberg Germany and before that, I got the Job offer Started from 1 October with annual pay of 42000 euro as IT Software developer (Straight directly related to my field) so as usual I contacted to ABH and the Auslanderbehörde has given me fiktionsbescheinigung for six months while I wanted to apply for EU Blue Card.

So as main conditions needed for EU blue card are Job Salary Range (42000 (IT field)) + German Master Degree (IT), which I fulfilled, now while my job started in Stuttgart and I finished my study in Heidelberg, the ABH in Heildeberg checked all the documents, scanned everything for EU blue card and give me fiktionsbescheinigung, So he told I took the decision and I forward your data in process (Lastly I asked from him did I need verification from "bundesagentur für arbeit" he said no because you have German Degree) to EU blue card but you have to confirm the status of your EU-Blue card process from ABH near your job location city (Stuttgart) when you do your city registration there, 

as he told I done and went to ABH near to my Job Location and explained everything to my new ABH (Lady), She again took the scan from my all my documents and told me I forward the application for EU Blue card and it will take some time,

recently I got post mail that you have to apply to "bundesagentur für arbeit" to get permission and from here I got confused and started search about exact rules (EU blue Card) for my case, I found lot of information (EU Blue card) on all STADT (Berlin, Mannheim etc.) official websites some of them I would also like to share below which clearly states "No need to get permission from Bundesagentur für Arbeit if you have German University Degree and fulfil the Salary conditions also with Shortage field like (IT, Engineer etc.)" Links Below

A lot of other city official websites, even on Bundesagentur für Arbeit website is also the same rule.This is for sure that the rules for EU-Blue card are same all over Germany.

Now the problem is, I don't want to proceed my process if it's going on Bundesaugentur für Arbeit because of there (vorrangprüfung etc...)

I also contact to advocate and will soon get an appointment with my advocate to discuss all this, My company owners also helping me but its first time for them hiring a Non-EU so they are also not sure about this process.
Do I go back to Heidelberg and contact ABH there? (Because he told no need BA even he did half of the process) Should I go with the advocate and all...

How can I give them the proof about this rule?

Anyone experienced and little help or suggestions will be very much appreciated.
