B1 exam for citizenship and prerequisites

Hi Experts,
I want to take up the B1 exam for einbürgerung.
I called up the local volksschule and told them i want to take up B1 exam at the next available date.

She tells me to come to HHS and meet a berater who would then decide if i am eligible to take the exam!!!

is there a rule that i need to meet a berater who decides i can take the exam directly or need to take a vorbereitungs course, or can i simply tell her 'JUst let me take the exam'.

What are the other options to take this exam (where else can i simply take the B1 exam).
