I have reecived ZAV Pre- approval from my current (Currently working in top IT company in India) employer for deputation to Germany. I have NOT yet applied for Stamping process , not even filled stamping forms and submitted to German consulate in India.

I have recived direct German company offer and I need to decide whther should I go for Pre-approval (ZAV) from German company or normal Visa application process.

2 Questions :

1. Can I again apply for ZAV pre-approval on behalf of new company which is based out in Germany  when I already have pre-approval from my current employer ?

You cannot. Your employer has to apply

M - Yes My employer will apply , but in that for below mentioned question is present. Please clarify.

2. If Yes to above question - Then the pre-approval application form has 1 question "Are you already in possession of permit issued by German Labor office ? "

To this question should I say Yes or no ?  

Pre-Approval from ZAV is Permit issued by German Labor office or Stamped Visa is treated as Permit issued by Labor office ?

Visa department is operated by foreigners office ministry. Labour permit is issued by labour ministry, with the visa you can enter Germany and start working.
