According to § 19 (2) 1 of AG, highly qualified are

1. scientists with special technical knowledge.

I want to know, I am a scientist (Wissenschaftlicher Mitarbeiter at Uni). Am I highly qualified? From whome i can get a certificate which should state that I am highly qualified.

You should be able to know better if you are highly qualified or not??

You should get a certificate from a higher authority( Lord Mayor, Scientific Council or from Dean of an established University).
