I am relocating in a few months and that will be just 3 months before the expiry date of my Aufenhaltstitel. I am thinking that I will first get it extended in my current place of location and once extended then I can register myself at my new place of relocation.
Is this safe to do? 
Is there a minimum period within which I must register myself at my place of relocation?

As per ABH, one should extend 2 months before the expiry. But Nowadays even though if you do extension before 2 months it get delayed.

If you would extend at old ABH and shift to new location, you wont receive this aufenthalstitel at your new location ABH. 

So my suggestion for you is, extend at old ABH and inform them your new address. So that they can send your Aufenthalstitel to your new location ABH.
