Einbürgerung Procedure

I went through few of the threads and am bit confused about the procedure. In the internet it is explained that first we apply and if we succeed, we receive the "Einbürgerungszusicherung" (A sort of Guarantee that we get the Citizenship). The next step will be to give up current citizenship and provide the proof to the Einbürgerungsbehörde. Subsequently the Einbürgerungsurkunde (Certificate for Citizenship) will be handed over.

But here I read that people have directly received the Einbürgerungsurkunde. The old passport is handed over to the Behörde who take care of the "Ausbürgerung".

Which one of the above is correct? Or does depend upon the "Bundesland"? Anybody with experience how it is in Stuttgart?

Thanks!
