Currently, if an Indian national returns from Germany to India he will get back his RV contribution after two years. There is lot of discussion on a special agreement between Germany and India which disables the option of RV refund after returning to India. Are there any updates on this topic?

I visited the RV office in April 2012. They said the special agreement has to be implemented in the form of a paragraph.
